I am corrupt, You are corrupt, We are corrupt, Everyone is corrupt here. Today the most favorite hobby of Pakistani nation is to blame and criticizes others instead of realizing their own responsibilities and flaws. This has become the nation of materialistic nature. Who is not corrupt in Pakistan? I am corrupt. You are Corrupt. Everyone is corrupt. As now a days, the most rated drama serial Panama Drama is going on in Pakistan. We get up in the morning, switch on our televisions and immediately watch the well dressed parliamentarians coming towards Supreme Court in the focus of media cameras with their specific postures and gestures. Then tickers start going on about spicy dialogues between judges and lawyers. At the end of case hearings, the different groups of different parties came, start blaming each other and claim that today they have proved themselves neat and clean like a glass and announce that we have proved other party guilty and corrupt. In next phase so called intellectuals with full of wisdom appear on TV screens and everyone try to express himself as a biggest scholar and give their opinions like a decision about the case. A third part PPP is so worried to secure his beneficial place in all this because if they participate in this case then the whole credit will go in the bucket of PTI. So they cannot do anything instead of giving well heated statements. The main purpose of this entire story is to ask some questions from Pakistani politicians and Pakistan nation. I always make a least try to address Pakistani politicians because I believe that everyone is playing a same role in this country. But today I have some questions for politicians too that what they are trying to make us? Are you trying to make us fool? But why when we are already fools. You have been ruling on us since 1947 but what you did for us. You and your children live abroad in expensive and luxury houses with the height of richness while our 50 percent population is still unable to earn just Rs. 205 ($2) per day and your children give you gifts of million rupees. You and your children study abroad while our 25 million children are still out of school. You keep only 2.7 percent share of education in budget while 5 percent for PM house. You and your children do business abroad and your new born babies becomes the director and owners of millions dollars while our babies born with more than 100,000 debt on them. More than this, our approximately 3.3 million children under the age of 14 are still working as child labor and approximately 8.5 percent searching for job. Moreover almost our one million people are committing suicide every year because of poverty and absence of jobs. Even that the poverty rate in Sri Lanka and Maldives is less than us 23.9 percent and 12.2 percent respectively. You with your families eat in most expensive restaurants and most expensive dishes while our 31.6 percent children under the age of 5 are undernourished and dying with hunger and thrust. You went abroad for health consultancies, spend millions dollar on you and your children for a minor disease while on us you are spending only $9.3 per person for health and we have only one doctor for one thousand patients. Furthermore, we have not even a complete single bed per 1000 patients (0.6 percent/1000). Keep it in your minds that they legislate just to secure themselves and other elite class of this country. They do not have any concern with the people of this country. They don’t belong to us. Only a person can be your representative which ever lived like you. They are just here to rule on us. Elite class was formed this country for themselves, not for us. The Parliament, place for chit chat and time pass for parliamentarians, is doing everything instead of legislation in favor of Pakistanis. How odd is that people of Pakistan cannot go on that road where their so called representatives sit. Supreme Court, an apex court, is available just to hear high profile cases on daily bases or media oriented cases while on the other hand there are so many cases which are waiting to be listened for a long time. Many cases are those which are decided after the death of accused in jail. Lawyers are to provide them a legal cover for their illegal means. Police is for the protection of their lives and illegal activities, and to keep public their slaves. One more very important pillar is journalists who are responsible to establish awareness and right information among nation but the biggest blackmailers and source of fake information are journalists. Most of Journalists are here just not to expose their dishonesties, keep Pakistani nation demotivated and to prepare our mentally that we are slaves and cannot do anything. All other institutions are for their assistance in all these activities. Is any Pakistani ever asked you that why and what are you doing with us? So we are the only responsible for such a miserable situation of our country. The main reason of all is that everyone in Pakistan is corrupt and working for himself only. Who are in all these institutions including politics? Are they aliens? Who is not corrupt? The difference is that politicians get chance of corruption in millions and we get in rupees. They are from inside us. Everyone is doing everything what he/she should not and not doing anything which he/she should do. Just look on our daily routines. Are we doing our work as a doctor, engineer, economist, and pilot, student, writer, journalist, anchor, religious scholar, teacher, driver, and labor, mason, as a businessman, and government or private employee or as an individual honestly? The doctor, an angel of society has become the devil of society. They prescribed so many unnecessary and expensive medicines against heavy commissions and just observe the level of shamelessness that now are inserting fake stunts. They do not have any concern with human life. I do not have words for that. Lets come towards teachers now, the noblest profession, they just go to school for salary. Teacher is a person which can lead a society towards sky but our teachers are leading us in opposite side. The military who is the protector of our borders from internal and external threats but you can see that military is most successful business institution of our country. Police, which is responsible to maintain the law and order situation in country but we can observe that police himself is one of the biggest destructing factor for law and order situation of our country. Just look at you, as an individual, are we doing our work honestly? Definitely not. This is the corruption. Any institution which is doing something for Pakistan? Is that People from space? No we are doing all that. That is the reason nothing is pure in our country? We, our politicians, our lawyers, police, courts, NAB, teachers, journalists, army, our any other institution or Our milk, our vegetables, fruits, meat, butter, oil, banaspati ghee, desi ghee, sugar, our salt, pepper, clothes, shoes, vehicles, bricks, cement, crockery, petroleum, energy or our anything what is pure? Who is producing all that? Who elect these bullshits? You quarrel whole day with each other for these shamelessness politicians and they do not know even your name and your problems too. This country is not like a forest but actually is a forest. We are not social animals but in fact we are real animals. The so called animals are more social, civilized and pure than us. We have reached on low level of ethics, civilization and shamelessness. Sorry if you mind my words but I cannot write biggest philosophies and theories with rich vocabulary and decency. I do not want to become artificial Intellectual. I want to write real facts and I want to show mirror to ourselves. Please stop criticizing others. Look at yourself that what are you doing? You are corrupt that’s why your rulers are corrupt, your institutions are corrupt. Because you are the politicians and you are the institutions. Be brave and come outside for your rights. Paste on your chest what inside it and what you want. Do not be different from inside and outside. Please come out from the clutches of such social and society’s traditional evils and boundaries. Unite yourself do not involve in leg pulling. Lift yourself above all prejudices. Believe on yourself that only you can change your situation. No any angle will come to help you. You have to work for yourself and for your country. Get up for you and your coming generations. Remember it if you do not confront atrocity, you are part of it. You will be asked for that. Understand you duties, responsibilities and rights. We have already near to death because of hunger, thrust, poverty and unemployment. Die in battle field is better instead of dying due to hunger, thrust or poverty. Think on it.

مجھے کافی عرصہ پہلے شوق اٹھا بلکہ دل میں ایک احساس جاگا کہ مجھے اس قوم کو جگانے میں اپنے حصے کا کردار ادا کرنا چا ہیے اور میں نے لکھنے کا فیصلہ کیا۔ میں نے اسی کوشش میں کچھ اردو کالمز اور کچھ انگلش آرٹیکلزلکھنے کی حقير سی کوشش کی۔ جس کی جواب میں مجھے کافی دوستوں کی طرف سے مزاق اور تنقید کا نشانہ بھی بنایا گیا جو کہ پاکستان کا ایک مستقل المیہ رہا ھے کہ یہاں لوگوں کا ہر قدم پر حوصلہ پست کرنے کی کوشش کی جاتی ہے۔ خیر میں نے چھوٹے بڑے کالمز لکھنے کا سلسہ جاری رکھا لیکن کوئ رسپانس یا اثر نا دیکھتے ہوے میں نے وہ سلسلہ بند کر دیا۔ مگر حالیہ سیاسی گرما گرمی، سیاستدانوں کی بے شرمی و بے حیائی، ملک کے شوشل و اکنامک حالات اورہمیشہ کی طرح اس پر اس قوم کی بے حیائ و بے حسی اور لا شعوری نے مجھے دوبارہ قلم اور کاغذ اٹھانے پر مجبور کر دیا۔ میں کویئ پروفیشنل کالمنسٹ تو نھی ھوں اور نہ ہی میں اس نیت سے لکھ رہا ھوں۔اس لیے میرے اس کالم میں آپکو شاید الفاز اور فقرات کا تسلسل نظر نہ آئے۔ یہ بس میرے دل کے جزبات ہیں جن کو میں نے اس کالم میں بیان کرنے کی کوشش کی ہے۔ میں کوئ نئی بات نہیں کرنے جا رھا مگر میں نے ان حالات میں ان باتوں کی یاد دہانی کروانا ظروری سمجھا۔ جیسا کے آپ سب جانتے ہیں کے پانامہ لیکس نے ایک بار پھر ھمارے ملک کے سیاستدانوں کی دُم پر پاوٗں رکھ دیا ھے اور یہ ثابت کر دیا ھے کے اس حمام میں سب ننگے ہیں۔میں نے پاکستان کے سیاستدانوں سے بے شرم طبقہ آج تک نہیں دیکھا۔ مجھےایک بات پر حیرانگی بھی ہوتی ہے اور ہنسی بھی آتی ھے کہ یہ لوگ جس جس کی گود میں جنم لیتے ہیں اور پلتے بڑھتے ہیں بعد میں اُسی کو برا بھلا اور ملک کا سب سے بڑا دشمن ثابت کر کے اپنی سیاست چمکانے کی کوشش کرتے ہیں اور اس بات سے بے خبر کہ کل تک وہ بھی اُس کے ساتھ تھے اور مزے کی بات یہ ھے کہ وہ اس میں کامیاب بھی ھو جاتے ھیں۔ آفرین ھے اس قوم پر جو سب کچھ دیکھتے ھوے بھی اُن کے ساتھ علمِ بغاوت بلند کر دیتےہیں۔ یہ سیاستدان ھمیں کب سے بے وقوف بنا رھے ھیں اور ھم بن رھے ھیں۔ پیپلزپارٹی جو کہ آج جمہوریت کی سب سے بڑٰی علبردار بنی ھوی ھے کیا یہ قوم بھول گئی ھے بانیِ پیپلز پارٹی کس آمر کی پیداوار ہیں اور کس کو ڈیڈی کہہ کر پکارا کرتے تھے اور پھر اِس ملک میں سول چیف مارشل لا ایڈمنسٹریٹر ھونے کا اعزاز بھی اُنہی کو حاصل ہے۔ جب تک مفادات پورے ھوتے رہیں یہ سیاستدان گدھے کو بھی اپنا باپ بنا لیتے ہیں اور جب مفادات ختم تو اُسی گدھے یعنی اپنے باپ کے خلاف ہی کھڑے ھو کر اپنے آپکو سب سے بڑا محبِ وطن ثابت کرنے لگ جاتے ہیں۔ اور میں قربان جاوُں اِس ملک کی قوم پر جو اسے محبِ وطن کا تاج پہنا بھی دیتے ھیں۔ اس ک علاوہ بنگلہ دیش علیہدگی میں بھی بھٹو صاحب کا کلیدی کردار سب کو یاد ھو گا۔ اس سے آگے چلتے ہیں وقت کے بادشاہ جناب میاں محمد نواز شریف کی طرف جو کہ آج ہر محفل میں تیسری قوت کو اِس ملک کے موجودہ قابلِ ترس حالات کا زمہ دار قرار دیتے ہیں۔ کیا وہ یا یہ قوم بھول گئی ھے کہ میاں صاحب کس کی سواری میں بیٹھ کر سیاست کے شہر میں داخل ھوے تھے۔ گیارہ سال تک اُسی تیسری قوت کے حامی ھوتے ھوئے اُنکو یہ احساس کیوں نہ ھوا کی یہ قوت ملک کی تباھی اور بربادی کا سبب ھے۔ کیونکی اُس وقت تو وہ خوابِ خرگوش کے مزوں میں اِس طرح گم تھے کہ انکو اپنے بنک اکاونٹس کے علاوہ کسی بات کا خیال ھی نہیں تھا۔اور آج کی اس مزہبی انتہا پسندی جس نے ملک کو دہشت گردی کی نہ ختم ہونے والی جھونکا ھے کا زمہ دار جتنامیں ضیاالحق کو سمجھتا ھوں اُتنا ہی نواز شریف کو بھی سمجھتا ھوں۔ اور انہی نے اس کی قبر پر کھڑے ھو کر اس کے مشن کو جاری رکھنے کا عزم کیا تھا۔ پھر اچانک یوں ہوا کہ وہ محبِ وطن ھے گئے۔ اب اس کے بعد ذکر کرتے ہیں وقت کے ھر دلعزیز لیڈر جناب عمران خان صاحب کا جو کہ مشرف کے ہاتھ پر بیعت کرنے والے پہلے پہلے مُریدن میں شامل تھے مگر فیض نہ ملنے پر جلد ھی پیر صاحب کو چھوڑ کر اپنا پیر خانہ چھمکانے میں ھی بہتری سمجھی اور بورڈ لگا لیا کہ ملک کہ ھر مسئلے کا حل صرف اور صرف عمران بابا ک پاس ھے۔ میں خود عمران خان کا بہت بڑا حامی تھا مگر اس وقت تک جب تک وہ پاکستانی عوام کے نمائندے اور لیڈر تھے نہ کہ ایک سیاسی جماعت کے سربراہ۔ میں ھر پاکستانی کی طرح اُن کی تبدیلی کی باتوں کو پسند کرتا تھا مگر مجھے اس بات کا بھی قائل ھوں کہ عمل الفاظ سے زیادہ اونچی بولتے ہیں۔ جو بات اس سالے عرصے کے دوران ساری پارٹیوں میں مشترک رھی وہ ھے سیاسی لوگ یا سیاسی چھرے۔ جیسا کہ مسلم لیگ نون صرف مسلم لیگ نون نہیں بلکہ پیپلزپارٹی، تحریکِ انصاف اور باقی کافی جماعتوں کا مجموعہ ھے۔ اسی طرح پیپلز پارٹی بھی مجموعہِ مختلف پارٹیز ھے۔ اور بلکل اُسی طرح تحریکِ انصاف بھی مجموعہِ باقیات ھے۔مجھے ایک بات کی سمجھ نہیں آتی کہ ان پارٹیز کے پاس ایسی کونسی لانڈری مشین ھے دوسری پارٹیز سے آنے والے ھر کرپٹ، بے شرم اور بے حیا آدمی کو اس طرح پاک کر دیتی ھے کہ ان پارٹی کے لیڈران بھی ان کی قسمیں دیتے پھرتے ھیں۔ اس ٹیکنالوجی میں پاکستان کا مقابلہ نہ ھی کوی دنیا کا ملک کر سکا ھے اور نہ ھی جب تک یہ قوم نہ جاگی کوی کر سکے گا۔ عمران خان اگرواقعی ملک میں تبدیلی لانا چاہتے تھے تو ان کو چاہیے تھا پرانے چہرے لانے کی بجائے نئے پڑھے لکھے اور قابل چہرے لاتے۔ایک الیکشن شاید وہ جیت پاتے مگر ان کا شمار امر رھنے والے لیڈز میں ھو جاتا کہ عمران خان اپنے اصول سے پیچھے نہیں ہٹے۔ اور مجھے یقین ھے کے اگلا الیکشن وو بھاری اکثریت کے ساتھ جیتتے۔ مگر افسوس عمران خان بھی مفادات کی سیاست کی نظر ھو گئے۔ میں پی ٹی آئی پر زیادہ فوکس اس لئے کر رھا ھوں کہ پی ایم ایل (ن) اور پی پی پی کی حقیقت سے کوئی نا واقف نہیں۔عمران خان جن پارٹیز یا افراد کو ملک کے لئے دیمک قرار دیا کرتے تھے آج اُن کے ساتھ ان کی طاقت بن کر کھڑے ھیں۔ باقی تمام سیاستدانوں کی طرح قول و فعل میں تضاد ہی عمران خان کی ناکامی کا سبب بنے گی۔ اب بات کرتے ہیں سیاستدانوں کے ایک اور راگ کی جو وہ اس وقت الاپتے ہیں جب انکو اپنی بقا کا خطرہ لا حق ھو۔ کہ پارلیمینٹ ایک مقدس ادارہ ہے۔ جبکہ میں یہ مانتا ھوں کہ پارلیمنٹ آف پاکستان سے زیادہ نا پاک اور پلیت ادارہ اس ملک میں ھے ھی نھیں۔ آج تک پارلیمنٹ میں جو بھی آیا ھے چور، ڈاکو اور بدمعاش ھی آیا ھے۔ ان ناپاک لوگوں کے ھوتے ھوئے یہ ادارہ کیسے پاک ھو سکتا ھے۔ مقدس لوگ ہی مقدس ادارہ بناتے ہیں۔ میں نہیں مانتا اسکو مقدس۔ پارلیمینٹ نے اس ملک کو آج تک دیا ہی کیا ہے سوائے غربت، بے روزگاری، لوڈ شیڈنگ، ظلم و ستم، دہشتگردی اور انتہاپسندی کے۔ ہاں ان سیاستدانوں کے لئے مقدس یہ ایک مقدس ادارہ ضرور ھو سکتا ھے جن کو اس نے ہزاروں سے لاکھوں، لاکھوں سے کروڑوں اور کروڑوں سے عربوں ڈالر پتی بنا دیا ہے۔ اس ملک کی عوام کے فائدے کےلئے تو کچھ نہی ھو سکا اس سے آج تک۔ بلکہ اس نے عوام کو مجبور کیا کہ وہ دوسرے ملکوں میں روزگار کے لئے ذلیل ھوتے رہیں۔ اور اس سے بھی زیادہ عوام کو اپنا اور اپنی بیوی بچوں کے پیٹ پالنے کے لئے بھیک مانگنے پر مجبور کر دیا۔ اور خود کشی کرنے تک نوبت لے آیا یہ ہی مقدس ادارہ۔ کون نہیں جانتا کہ انھی پارلیمینٹیرینز نے کیا کیا گل کھلائے ہیں۔ کوئی ایسا ہے جو پارلیمینٹ کے مقدس ھونے کی گواہی دے سکے۔ میں تو اس کو مقدس نھیں مانتا اگرآپ مانتے ھیں تو اس قوم کو میرا سلام۔ یہ لوگ ہمیں مدتوں سے بے وقوف بنا رھے ہیں۔ یہ پانامہ لیکس والا معاملہ بھی دوسرے معاملوں کی طرح ختم ھو جائے گا۔ میں پہلے بھی لکھ چکا ہوں ، اب بھی کہتا ہوں کہ ان سب حالات کی ذمہ دار صرف اور صرف اس ملک کی بے شرم، بے حس اور لا شعور قوم ھے۔ یہ سب چور ہیں۔ ان کی سیاست کے پیچھے حب الوطنی کے جزبات نہیں بلکہ ذاتی مفادات اور اقتدار کی حوس ھے۔ ان سب حالات پر مجھے فیض احمد ٖفیض کا ایک شعر یاد آ رہا ھے۔ بنے ہیں اہلِ حوس مدعی بھی منصف بھی کسے وکیل کریں کس سے منصفی چا ہیں
Just left behind ISIS, the rising water crises are supposed to be a biggest threat of all the threats to world. Most of the observers are forecasting a devastating armed contest between Pakistan and India in future because Pakistan’s water crisis has been exacerbated and India is one of main reasons for this. We know that Pakistan is agriculture based country. Our ninety percent of Pakistan’s water resources are dedicated to agriculture, leaving only ten percent for drinking and sanitation. In the past few decades, Pakistan has seen a move toward large-scale farmers producing high-value crops that supposedly create more jobs per unit of land and water. As a result, most of the country’s major crops are water-intensive, such as sugarcane and rice, and further aggravate the country’s water problems. UN World Water Development Report found that 3,072 lives and US $16 billion were lost in Pakistan due to flooding from 2010-12, which caused an increase in country’s inflation and unemployment rates. The IMF also warned that water scarcity poses a threat to the entire Pakistan economy since agriculture remains an economic cornerstone, comprising twenty-five percent of GDP growth. Furthermore, Pakistan’s water storage capacity has dropped down to 30 days only which was 80 days in 1970 and 92 days in early seventies, , compared to the international standard of 120 days. On the other hand, USA’s water storage capacity is 900 days, Canada’s is 700, China’s is more than 380 days and India’s capacity has overtaken to 200 days from 120 days in 2004. This means only 1000 cubic meters of water are available per person per year, which is approximately five times less than was available at the country’s inception in 1947. By 2020, water availability will further reduce to less than five hundred cubic meters per capital per year, making Pakistan water-scarce. Asian Development Bank (ADB) has declared Pakistan as one of the most water stressed countries of world even having a biggest canal system. The main reasons of current water crises in Pakistan including India’s violation of Indus Water Treaty are climate change, the prioritization of agriculture, underpriced water, poor management and lack of political will.
As we all knows that Indus Water Treaty (1960) [IWT] gives exclusive rights to India over Eastern Rivers only and restricts India to build any dam or man-made structure over Western Rivers but controversy arose with the manipulation of provisions of IWT by India first time in 1984 with the construction of Wullar Barrage over River Jhelum near the mouth of Wular Lake in Kashmir without consulting, informing and showing design to Pakistan which enraged Pakistani authorities. India continued violation with construction of an extremely complex Kishan ganga dam having 27-km long tunnel to divert water of Neelum from its natural course. This plan is going to change 100-km to link it to Jhelum at Wular Lake near Bandipur. Presently, The Neelum and Jhelum rivers join each other at Muzafarabad at a point called Domial. Through proposed Wular Barrage, India claims to maintain constant yearly flow in Jhelum but in reality this 100-km diversion of the Neelum River in Pakistan Neelum Valley could dry up and become desert. URI hydro project is next on Pakistan River Jhelum. However despite strong resentment and criticism from Pakistani side, India once again violated the IWT and built 143 meters high BUGLIHAR dam on River Chenab in mid-90. India has built 14 hydroelectric projects on Chenab including 113 meters high SALAL dam (1973), DUL HASTI dam in Kishtwar district and TAWI-RAVI link. India is further planning to build more plants on Chenab including PAKAL DUAL, THE BURSAZ Hydroelectric Projects and other Chenab Basin Projects which will enable to block entire water of Chenab for 20-25 days. Chenab River provides water of 21 canals and irrigation about 7 million acres of agriculture land in Punjab, Pakistan. Above all that, Indus River is the largest river in Pakistan. Indus River starts from China and reaches Jammu and Kashmir region, flow there for a kilometer and then cross through Northern areas of Pakistan. It covers almost the distance of 1700-km and finally falls into Arabia Sea. According to media reports, Indian Parliament approves construction of 500-km long train track from Hamachel Pardesh to Ladank which would be utilized for transportation of construction material for Kargil dam. Nimoo Bazgo dam of length 57 meters is under construction on main Indus River. Furthermore, The Dumkhaz Project envisages construction of a 42 meters high concrete gravity dam across Indus River. India Belligerence is one of the major Indus River’s tributary branches. Adding to that, India is pursuing to Afghanistan for building a big dam on Kabul River so that its flow into the River Indus of Pakistan can be blocked. According to a research, Pakistan would duffer 16 to 17 percent drop in water supply from Afghanistan after construction of dams on Kabul River.

Except all that, poor management and lack of political will are also reasons of current water crises. As Mangla, Tarbeela and Warsik dams have spent more than 60% of their life. The production of Tarbeela dam in 1980 was 3200-MW which has reduced to 2300-MW on its full capacity in emergency and 1800-MW in normal days. The construction of new dams in our country can be proved as a decisive factor to solve water crises. As Kala Bagh dam can increase 45 days, Basha 38 days, Khushal dam 29 days and Kurantangi dam can increase 9 days water storage capacity. According to World Bank Report, Pakistan can generate electricity about 54000 MW by making dams on Indus River and we have only one dam on it. Basha Dam was initiated in 2004, land was requisitioned in 2013 but government did not make any arrangements for 60 percent effectives of dam. In FY 2011-12, government allocated 120 billion which was later reduced to 18 billion only. Inter Provincial distribution of water was also signed in 192 and share of all provinces was specified. Wastage of water and immense tube welling are other main factors of rising water crises in Pakistan. According to a research most of the water is used by mega farmers and 40 percent plus wastage of water is because of extra time used by mega farmers.
Fairly speaking, on one side we are blaming India for stealing our water for generation of electricity and irrigation and on the other hand we wasted almost 38 MAf water every year in sea. We Pakistani by wasting sweet water in the sea, are doing a crime and sin against humanity One figure states that around 40-55 million Pakistanis do not have regular access to drinking water and around 630 Pakistani children die each day to the waterborne illness of diarrhea.
Basically we need new dams on urgent basis, revised inter provincial distribution and policy to stop wastage of water and should give it a constitutional cover. If we do not pay a considerable attention towards water crises then this is a sure as death that draught will be the future of Pakistan
“The current youth bulge of Pakistan can be proved more beneficial than any gold reservoir”
The continuously rising youth percentage in the population of Pakistan, to which most of the school of thoughts consider a global threat,is likely to have far-reaching economic and political effects which can be explored it as a game changer reservoir for this country. The Gallup Pakistan Election Studies, “Pakistan’s National Election 2013: Exit Poll Survey Report” shows that 67 percent of the population is currently estimated to be under the age of 30. Nearly half (47.8 pc) of the 84 million registered voters in the 2013 elections were aged between 18 and 35.About 20 percent (19.77pc) were under the age of 26.
The ultimate meanings of current youth bulge in Pakistan are that its working age population is increasing and its dependency rate falling which is characterized by a rapid increase in the rate of economic growth due to a rising share of working age group in a population.
In situations such as Pakistan’s, where a fragile political and security situation has rendered the economic outlook bleak, the economic advantages of this youth bulge are straightforward. According to an estimate, one-third of the East Asian miracle growth can be attributed to this reservoir by proving a positive correlation between this increasing trend and economic growth.
So there is need to utilize this youth bulge with a crystallized wisdom. The immediate effect of current increasing working age trend is on savings.The decline in the nation’s dependency ratios ultimately resulted with a rise in the average savings rate which allows people to smooth their consumption over the life time even in low income period and which paved the way of smooth economic growth in country. Secondly, the rise in working age population can lead country towards high tax collection which repeated multiplier effect will add much more to the economy of Pakistan. When government’s revenue will increase with the larger tax collection, government will use that money to start more developmental projects that will increase employment level and then income of people and then rise in consumption will increase production and again which caused for rise in employment level and finally the rise in the rate of economic growth. Moreover, Pakistan can also become the epicentre for the attraction of investors as a one of the biggest consumer and cheaper labour market of world.
In addition, Pakistani youth is more educated than their older counterparts. According to UNICEF data from 2012, the literacy rate of male individuals aged between 15-24 is 79.1 percent while for women in the same age range, it is 61.5 percent and further they are also more likely to have more optimistic views of Pakistan’s economy. In response to the question “When children today in Pakistan grow up, do you think they will be better off or worse off financially than their parents?” younger people were also significantly more likely to believe that their children would be better off but due to rising unemployment rate, a huge cluster of our youth is out from the economic process as half of Pakistan’s youth, according to a Dec 2012-Jan 2013 British Council nationally representative survey of 5,271 young people (aged 18-29), is not working: 7 percent are unemployed, while 43 percent are home-makers. An additional 12 percent are self-employed and another 18 percent are students, indicating that only a very small minority has a secure form of employment.British Council survey respondents considered Pakistan’s biggest problem to be inflation, followed by unemployment.
This low rate of employment means that Pakistan is unlikely to leverage both the economic advantages provided by the existing high working age class and that for those men actively seeking employment, the possibility of being seduced by other pursuits, including anti-state causes, is high because unemployed youth face a low opportunity cost of joining a rebellion.
Except all that economic benefits, youth can also play a decisive role to stabilize the democratic process and to maximize the performance of government. As in the early years of Pakistan’s independence, student group movements compelled Ayub Khan to step down. In recent time, the swiftly rehabilitation of flood effective 2014 as compared to earlier in response of youth pressure during sit-ins clearly highlights the political benefits of this youth bulge.
In assessing the political engagement of youth in Pakistan today, the current Pakistani youth has more mature and sensible views about democracy, national and international affairs than previous generation. For example,Pew data from 2012 indicates that, younger people held more favourable opinions about democracy as compared to the older respondents and youth was also more likely to believe that it was important that relations between America and Pakistan improve. While generally unfavourable opinions of India are held by most Pakistanis across all age groups, those under 30 were also significantly more likely to hold more favourable opinions of India than those above 30.
Youth in Pakistan lived his formative years through the Musharraf dictatorship, and faced the after-effects of the war on terror directly. Many may not truly know a world beyond the Tehreek-e-Taliban Pakistan (TTP) and its various affiliate groups. It is very likely that the previous generation did not know that the Federally Administered Tribal Areas (FATA) even existed in Pakistan, let alone any details about this region. The current generation has been immersed in a dialogue involving the pros and cons of military operations in FATA and of drone strikes; they have had to deal with the reality of internally displaced people (IDPs) more directly and discuss possible solutions to regular militant attacks. There is little doubt that this context has had an impact on the youth’s ideological leanings.
Further, the courageous stand of a chunk of young people in PTI rallies and protests over the last few months is a clear indication of the passing trend. Even a cursory examination of social media platforms prior to the elections of 2013 and in the months after demonstrated a political zeal that caught many observers by surprise in response of slogan of PTI, hope for a “Naya Pakistan” also shows the level of hate among youth against political status quo.
The Pew data from the 2013 elections also proves that 26 percent of new voters (aged 18-24) voted for PTI and 21 percent of those between 25-29 years. Interestingly, the PTI vote bank has a considerably higher share of new voters who are educated till at least high school compared to PML-N. Unlike voting trends in 2008, when there was no perceptible difference in the support of the PPP, PML-N or PML-Q among the young or old, in 2013, there was significantly less support for the PML-N among those aged under 30. In addition, prior to the 2013 elections, the PML-N assembled a team specifically to address why urban youth in Punjab was pro-PTI and try to arrest this trend. They found that, “the youth is pro-PTI because they feel like he has a role to play in that party. Youth basically wants importance. If the PML-N gives him room, he would be more likely to hold pro-PMLN opinions”
The Importance of such youth bulge can also be assessed with the reference of Japan and Canada. As Japan has just 5.4 percent of total population of age group less than 30 years which is not proving less harmful than an atomic bomb on Japan’s economy. The immediate result of lower population on its economy is that Japan’s nominal GDP fall to 475.8 trillion yen which is hardly higher than its GDP (472.3 trillion yen) in 1991 when Japan was the midst of bubble. In addition, only Japan posted negative figure (-0.9 per cent) among G-7 countries regarding price level in terms of GDP deflator and PM Shinzo Abe’s government has allocated 3 billion yen to the program to lift birth rate. Another impact on Japan’s economy is that low tax collection because ultimate result of decrease in youth is that tax payers are decreasing.
The same situation is with Canada which is facing considerable decreasing trend in its economy because of having just 7.03 percent population of age group less than 30 years. As during 1972-2011, Canada’s GDP growth rate was 2.9 percent but during 2012-2014 it could not overtake to 2.3 percent. Canada is also spending a heavy portion of its budget to promote family friendly policies. On the other hand, China, one of the emerging economies of world, utilized its high population, which was also called the cancer growth by Europe in 1960s, sensibly to increase its productivity and boosted its economy by promoting world’s biggest labour market. As China’s GDP growth rate in 1960 was -0.3 percent which jumped to 7.8 percent later in 1980.Furthermore, Our GDP per labour is just 1.84 % while China‘s GDP per labour is 7.73 %. There is no doubt that China also controlled his population growth rate along with utilizing that population by giving one child policy but relaxation in that policy in recent time clearly underlines the importance of population.
Conclusively, including unmentionable economic benefits, the above statistical evidences indicate a great interest of youth in politics today than has been seen in the recent past and further prove this fact as clear as crystal that Pakistan is unlikely to be pronounces as one of the biggest economy of world by taking advantage of current youth bulge, given existing employment rates and forecasts for the future.
